Make sure to "slide" all the way down to the bottom to fill out all data on the payment pages. If your information pre-fills with "CA", click the dropdown and select "California".
Unless the box at the bottom turns black, you will not be able to submit your payment (but it will seem as if you have.)
If you stop and do not pay now, you will not be placed on a team and will have to re-enter all of your player information in order to do so.
